Carl Kemp has over twelve years of service in municipal, county,
state, and federal advocacy.
After a career at California State University, Long
Beach, including two terms as student body president, and, after
earning a Masters Degree in Public Administration, Carl began his
professional career with the City of Long Beach as the Legislative
Assistant to the City Council.
While in this position, he gained first hand experience in the
issues that concerned residents, and the appropriate city services
to address their needs, in his signature friendly,
fun,
and focused style.
Carl was soon hired by the legendary City Manager Jim Hankla to take
over Government Affairs. While in the City Manager’s office, he
worked for Jim Hankla, Henry Taboada and Gerald Miller, as their
go-to-guy on a wide range of issues.

His accomplishments there included:
- The creation of the State and Federal Legislative Agendas
- Providing key staff support on important legislation, such as
the creation of the Rivers and Mountains Conservancy, resulting
in millions of dollars in open space and recreation in
Southern California.
- Developing the template for the Long Beach Urban Area Security
Initiative area and designing its leadership structure, resulting in millions of
dollars in Homeland Security funding for Long Beach and it
contiguous cities
- And he was instrumental in the acquisition of numerous state and
federal grants for a variety of uses benefiting the City of Long
Beach.
Carl was involved in every major issue facing the City during his
time there, and was entrusted to act as the City Manager’s liaison
to the cities contiguous to Long Beach, several governmental
agencies, including the Gateway Cities Council of Governments,
Southern California Association of Governments, League of California
Cities, National League of Cities, U.S. Conference of Mayors and the
Congressional Black Caucus.
After over six years with the City Manager’s Office, Carl was tapped
to oversee the Port of Long Beach’s newly created Community
Relations and Government Affairs Division, which reported directly
to the Executive Director, Richard Steinke.
Over his two-year
commitment there, Carl was instrumental in the development of many
important programs, including:
- Advocacy to secure $100 million for the Gerald Desmond Bridge
reconstruction and significant state funding for the Ports of Long Beach and Los
Angeles in Proposition 1B (State Infrastructure Bond).
- The development of the Port of Long Beach’s Strategic Plan
- The Green Port Open House
- The Harbor Arbor Urban Reforestation Program
Personal
Carl was born in Oklahoma, raised in Los Angeles and has lived in
Long Beach for 17 years. He received both his Bachelor’s Degree
in Liberal Arts and Master’s Degree in Public Administration from
California State University Long Beach, and a certificate in
leadership from the prestigious Harvard University, John F. Kennedy
School of Government. Carl sits on numerous community organizational
boards, including the Boys and Girls Club, Leadership Long Beach,
the Long Beach Conservation Corps, Academic Uprise, and the Long
Beach Education Foundation. He has two dogs (Smokey and Joe) and
enjoys concerts, good times with his friends and family, and riding
his Harley (within the speed limit of course).

Ivana
is a graduate of the University of California, Santa
Barbara, and holds a Bachelor of Arts degree in English.
She has over ten years of experience working with law
firms in the greater Los Angeles area. A majority of her
experience is in business litigation and real estate
law.
Having worked in fast-paced environments and also
trained in dispute resolution, Ivana is able to remain
calm in high pressure situations and will use her skills
to aid in creating new ideas and solutions for our
clients.
Personal
Ivana was born and raised in San Pedro, California. She enjoys
traveling, fine dining, reading and volunteering her time with local
cultural organizations.
